ISU Communication 1724 details the proposed updates to the Scale of Values and GOE guidelines. The implementation date for U.S. Figure Skating competitions will be July 1, 2012.
Some of the items in this communication are pending ISU Congress approval. The ISU Congress is in mid-June. A Technical Notification will be issued when the changes have received final approval.

UPDATE FROM THE JUDGES COMMITTEE ~ March 2012
The Judges Committee is pleased to announce revisions to the judging program, adding a new level as well as being more inclusive of test and competitive skaters. Following are the new requirements for each level of the program.
- Standard: No minimum test or competition qualifications needed
- Accelerated: Must meet at least one of the following test or competition qualifications in the appropriate discipline.
- Test qualifications: Intermediate, novice or junior free skate or pairs; standard pre-silver, silver or pre-gold pattern dance; adult gold free skate or pairs; adult silver or pre-gold pattern dance;
- Competition qualifications: Sectional synchronized competitors in the intermediate, novice, junior, senior or collegiate divisions; U.S. Synchronized Championships competitors in the adult division;
- Advanced: Must meet at least one of the following test or competition qualifications in the appropriate discipline.
- Test qualifications: senior free skate or pairs; standard or adult gold pattern dance;
- Competition qualifications: Novice, junior or senior singles, pairs or dance competitors at sectional championships; competitors in the championship masters events at the U.S. Adult Championships; U.S. Synchronized Championships competitors in the collegiate or junior divisions;
- Select: Must meet at least one of the following competition qualifications in the appropriate discipline.
- Competition qualifications: Novice, junior or senior singles, pairs or dance competitors at the U.S. Figure Skating Championships; U.S. Synchronized Championships competitors in the senior division; international synchronized competitors in the junior or senior divisions.
Updated guidelines for both test and competition appointments are currently being drafted and will be posted as soon as possible. A candidate can qualify for a track (accelerated, advanced or select) by having any one of the test or competition qualifications in the appropriate discipline. If you find that you are now included in a new level, please contact your sectional vice chair (SVC) so that the appropriate change to your status can be made.
